Schwarzenegger takes on Democrats with new California plans

California Governor Arnold Schwarzenegger has called for sweeping political reforms, tough budget cuts and big changes to state education and pension systems, putting the moderate Republican on a collision course with the state's majority Democrats.
His state of the union speech Wednesday night was laced with Schwarzenegger's signature populist rhetoric, but critics pointed out that in the year since he was elected, his policies have rarely matched his calls to battle special interests and balance the budget.
Instead, he has embarked on a major campaign fundraising drive and borrowed heavily to keep California's finances afloat.
The centrepieces of the former Hollywood superstar's plans are a redrawing of legislative districts to give more power to his centre- right Republican Party, a revamping of teachers' pay to match their salary with their performance, and reform of the state pension system to give workers more control of their investments. --More 0003 Local Time 2103 GMT
