The Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud, Prime Minister, chaired the Cabinet's virtual session today. At the outset of the session, the members of the Cabinet congratulated the Custodian of the Two Holy Mosques on his seventh anniversary of Accession to Power and the comprehensive development that the blessed land of Kingdom of Saudi Arabia is witnessing during his prosperous reign in accordance with the plans and programs of Saudi Vision 2030, which have made great strides during the past five years, since its launch, to achieve prosperity and create a better future, so that the Kingdom of Saudi Arabia's economy and society are leading and interacting with the world, in a manner that consolidates Saudi Arabia's leadership and position among nations as well as its pivotal role regionally and internationally. Then, the Cabinet reviewed the recent meetings and talks that took place between the Kingdom of Saudi Arabia and a number of countries with the aim of consolidating ties of friendship and cooperation, in a way that achieves mutual benefits and enhances collective action to provide conditions that support development and the continuation of global economic recovery. In a statement to the Saudi Press Agency (SPA), Acting Minister of Media Dr. Majid bin Abdullah Al-Qasabi said that the Cabinet reviewed a number of reports on the latest regional and international developments, reiterating the Kingdom of Saudi Arabia's strong condemnation of the cowardly terrorist act that targeted the Iraqi Prime Minister. The Cabinet affirmed that Saudi Arabia stands by the Iraq government and people in order to restore its health and role, consolidate its security and stability and enhance its prosperity and development. At the local level, the Cabinet commended the achievement of the national campaign to provide approved and free vaccines to citizens and residents, where the rate of immunization with two-doses of COVID-19 vaccine in Saudi Arabia has reached 70%. This achievement comes as a continuation of the successes achieved by the Kingdom in confronting the COVID-19 pandemic and limiting its effects, praising in this regard the great awareness of community members as well as their commitment to precautionary measures and receiving full doses of vaccines. The Cabinet was briefed on a number of issues on its agenda and issued the following decisions: First: Approving a memorandum of understanding between the government of the Kingdom of Saudi Arabia and the government of the State of Kuwait on the sports field, and approving another cooperation agreement between the government of the Kingdom of Saudi Arabia and the government of the State of Kuwait on the youth field. Second: Approving a memorandum of understanding between the Ministry of Islamic Affairs, Call and Guidance in the Kingdom of Saudi Arabia and the Department of Islamic Development in Malaysia. Third: Authorizing the Minister of Environment, Water and Agriculture – or a deputy – to hold talks with the Argentinian side on a draft memorandum of understanding in the field of agriculture between the Ministry of Environment, Water and Agriculture in the Kingdom of Saudi Arabia and the Ministry of Agriculture, Livestock and Fishing in Argentina, signing it before referring the final signed copy to proceed with formal procedures. Fourth: Authorizing the Governor of the Royal Commission for AlUla – or a deputy – to hold talks with the United Nations Educational, Scientific and Cultural Organization on a draft memorandum of understanding between the Royal Commission for AlUla in the Kingdom of Saudi Arabia and the United Nations Educational, Scientific and Cultural Organization, signing it and referring the final signed copy to proceed with formal procedures. Fifth: Assigning the Ministry of Human Resources and Social Development to administrate contract relations between the facility and workers (Saudis/foreigners), as of the start of registering and documenting the contract till the expiry of the contract, including the continuous update of the data related to jobs, salaries, qualifications and wages, in a way that accords with accredited standard classifications, where the Foreign Ministry will be responsible for applying the procedures of issuing visas for work issues for holders of work visas who only have accredited job contracts. Sixth: Approving the final account of King Abdullah City for Atomic and Renewable Energy for a previous fiscal year. Seventh: Amending the private laboratories bylaw issued under the Royal Order No. (M/3) dated on 8/2/1423 hijri to be according to the text mentioned in the decision. Eighth: Assigning the Transport General Authority to lower the maximum limit of all types of trucks of heavy transport designated for transporting goods (trailers and semi-trailers) whose total weight exceeds 3.5 tons and imported to the Kingdom of Saudi Arabia from 10 years to 5 years of the year of manufacturing, where models are calculated as of the beginning of January of the manufacturing year. The decision goes into effect six months after its issuance. Ninth: Amending Paragraph (2/B) of Item First of constraints that should be followed upon preparing and considering draft regulations and bylaws and the like (updated) issued by the Cabinet's Decision No. (713) dated on 30/11/1438 hijri, through adding the health impacts among impacts required to be stated as per that paragraph. Tenth: The Cabinet approved a number of promotions at (15-14) ranks. The Cabinet also reviewed a number of general topics on its agenda and took the necessary measures regarding these topics.
