The leaders of Spain and France met Tuesday for a one-day summit expected to address anti-terrorist measures following a string of bombings by suspected Basque separatists. The two countries have worked closely over the past decade in cracking down on the Basque separatist group ETA, which is campaigning for an independent homeland in territory straddling northern Spain and southwestern France. French President Jacques Chirac and Prime Minister Jean Pierre Raffarin met with Spanish Prime Minister Jose Luis Rodriguez Zapatero in the regional government headquarters of this northeastern Spanish city. The meeting follows a string of 12 small bombings claimed by ETA Friday and Monday in Madrid and seven other Spanish cities. About 20 people were slightly injured.
