European Union foreign policy chief Javier Solana and U.S. Secretary of State Colin Powell spoke by phone on Tuesday to coordinate a response to the crisis over Ukraine's presidential election, Solana's spokeswoman said. "He spoke on the phone with Powell ... Mr Solana has had numerous phone contacts to discuss latest developments and to coordinate the response to the crisis," Cristina Gallach said. Earlier Ukraine's Central Election Commission declared Prime Minister Viktor Yanukovich the winner in a presidential election denounced by the opposition as subject to mass fraud. Gallach said Solana had also spoken to Polish President Aleksander Kwasniewski several times in the last two days and other leaders of the 25-nation EU on the issue.
