Bertrand Aristide, Haiti was struck by torrential rains in May and a tropical storm two months ago that together claimed an estimated 4,000 lives. An interim government and United Nations peacekeeping troops have been unable to stem increasing unrest by followers of Aristide. Dozens have been killed since the end of September. Other topics at the Rio Group summit include the creation of innovative financing mechanisms for the region and a call to bring about reform at the United Nations. The meeting will also back a world plan to fight hunger proposed by several Latin American and European presidents as well as U.N. Secretary General Kofi Annan.
