A referendum on a constitutional amendment allowing Rwandan President Paul Kagame to run for up to three more terms passed overwhelmingly, according to preliminary results issued by the government late Friday on Twitter. The referendum passed in most of Rwanda's 30 districts with more than 95 per cent of the vote. Charles Munyaneza, National Electoral Commission executive secretary, told dpa by telephone that turnout was 70 per cent. "Ninety-eight per cent have voted yes to change the constitution," he said.
