Relief officials on Wednesday rushed aid to tens of thousands of people affected by a typhoon that left at least 12 people dead as a new tropical depression entered Philippine territory, according to dpa. The weather bureau said the tropical depression was spotted Wednesday afternoon 650 kilometres off Mati City, in the southern province of Davao Oriental. The tropical depression has maximum sustained winds of 45 kilometres per hour (kph) near the centre. The arrival of the new tropical depression comes on the heels of Typhoon Melor, which pummelled the Philippines during the past three days. The weather bureau said a weakened Melor, with maximum sustained winds of 100 kph near the centre and gusts of up to 130 kph, continued to move westward at 7 kph in the South China Sea.
