India and Japan reached a preliminary accord on civil nuclear energy and transfer of defence equipment and technology Saturday during an annual summit of their prime ministers in New Delhi. Japan will also provide 12 billion dollars in technical assistance for a bullet train project between the Indian commercial centres of Mumbai and Ahmedabad. India said it would offer begin offering visa on arrival to Japanese nationals from March 1. Prime Ministers Narendra Modi and Shinzo Abe met earlier with prominent business leaders of both countries.
