"This is not a natural catastrophe, but there have been some catastrophic situations," Merkel says, adding that right to asylum forms part of Germany's constitution. According to dpa, Germany will release a package of measures to face the about 800,000 refugees expected to arrive in Germany this year on September 24 following intensive work by officials, she says.
