EU member states have failed to meet a joint pledge to relocate 40,000 asylum seekers within the bloc over two years, but have exceeded their aim to resettle 20,000 from outside the European Union, according to Luxembourg, which holds the bloc's presidency, according to dpa. EU interior ministers have agreed to "22,504 for resettlement & 32,256 for relocation. More efforts needed till end of year," the Luxembourg presidency posts on Twitter. "Work on the ground can start," the country adds.
