North Korean leader Kim Jong Un struck a conciliatory tone in his New Year's Day address Thursday, hinting that he was open to summit talks with South Korean President Park Geun Hye, dpa quoted a news report as saying. In the televised address, Kim said "we have no reason not to hold the highest-level talks," but said that such a move would "depend on the mood and circumstances," Yonhap News Agency reported. Kim said Pyongyang would aim to make a "big shift" in ties between the two Koreans, which are still officially at war after the Korean War ended with only a ceasefire in 1953.
