The Kingdom of Saudi Arabia said today that the new climate agreement supposed to be concluded in 2015, should be based on the principles of the Framework Agreement for Climate Change, particularly the principle of collective but proportionately-varying responsibility for all countries. This came in a speech by Eng. Ali bin Ibrahim Al-Naimi, Minister of Petroleum and Mineral Resources of the Kingdom of Saudi Arabia, who led his country's delegation to the 20th Parties Conference of the UN Framework Agreement on Climate Change, currently ongoing in the Ecuadorian capital of Lima, as he reviewed the Kingdom's vision regarding ways of cooperation to face the risks of climate change, underscoring the importance of stimulating and assisting developing countries in achieving its goals instead of imposing measures, provided that advanced countries would take the lead in this concern. Al-Naimi said tackling key developmental issues, like the slow of economic growth, eradication of poverty, and food security should be done through enhancing measures of adaptation with climate change impacts parallel with work to alleviate the warm gas emissions. He also added that adaptation is the main incentive for achieving sustainable development and it is also the ideal means to lessen the warm gas emissions. We agree with our partners in the industrial countries that reduction of emission will have a key role in dealing with the climate change phenomenon but we see it prudent that adaptation will play a similar role to be reassured of the preparedness of countries to confront the negative impact in case the world community lacks the ability to achieve its aspirations in this regard. He concluded by casting light on the practical steps being taken by the Kingdom of Saudi Arabia as regards the economic adaptation and diversification as well as joint interests to reduce emissions, in response to the economic diversification decision taken in Doha, citing a number of measures followed by the Kingdom to reduce the warm gas emissions, including upgrading the energy efficiency, exploiting sun and wind energy, Carbon Capture Utilization and Storing program (CCUS), consolidated extraction for oil through injecting carbon dioxide, transference from liquefied energy to gas in addition to the Kingdom's program for research and development in the field of clean energy. On the other hand, Al -Naimi chaired a meeting of the Arab group on the sidelines of the meeting during which he called for concerted positions of the Arab countries.
