The Red Cross and Organization for Security and Co-operation in Europe said Moscow and Kiev must reach agreement on the Russian aid convoy for Ukraine before they can become involved, according to dpa. The International Committee of the Red Cross was seeking security guarantees from all sides and an agreement between the countries on the modalities of the aid delivery, ICRC spokesman Ewan Watson told Swiss news agency sda. The presidential office in Kiev proposed that the OSCE inspect the cargo before it is handed to the Red Cross. But an OSCE spokeswoman said they would help only once the Red Cross takes charge, and once Kiev, Moscow and the Red Cross reach a deal.
