Mo'allemi asked how the UN council is unable to even issue a statement condemning all these grave violations against human rights and the international humanitarian law, and even the most basic standards of humanity. He stressed the need to exit all foreign fighters from the Syrian territory, noting that the spread of foreign armed groups is very dangerous, and calling on the international community, led by countries that have influential relationships with the Syrian regime for pressuring it to stop killings, massacres and crimes against humanity committed by the regime over three years. He emphasized the importance that the Security Council issues a decisive decision on the delivery of humanitarian assistance to all parties in need wherever they are and imposes deterrent penalties on anyone who impedes this. On Geneva 2 Conference, Al-Mo'allemi hoped that it implements what has been agreed upon in advance in Geneva and the formation of a transitional government with broad powers , including the state's facilities, the security, intelligence services and other organs of sovereignty to achieve the aspirations of the Syrian people for freedom and dignity to maintain the unity and territorial integrity of Syria and the rights of the Syrians in various categories, sects and beliefs.
