The UN Human Rights Council condemned the Syrian regime Wednesday for killing civilians in the besieged town of al-Kussair, in a resolution that passed with a large majority in Geneva. According to dpa, the resolution also stressed "the need to ensure accountability for those responsible for the massacre in al Qusayr (al-Kussair)" and censured the Syrian regime for allowing in foreign fighters who could further destabilize the region. Diplomats said the United States and Britain balked at including a direct reference to the International Criminal Court in The Hague in the text that was drawn up the US, Turkey and Qatar.
