All high-risking facilities, activities and places potential to see huge crowds, be them governmental or private and run by companies or private establishments, are obliged to provide third party cooperative insurance within their insurance policies provided that the Civil Defense Council will undertake, upon a proposal from the Civil Defense authority, identifying such facilities and activities. 2- The Civil Defense authority will, constantly, be in charge of checking whether this insurance coverage on high-risk private facilities and activities and places potential to see huge crowds was strictly enforced at licensing or during operation or renewal of their licenses. 3- Inserting a new condition in tenders to run government facilities or activities of high-risk or those crowded with people to provide third party cooperative insurance.
