"We have been talking for almost a year," Santos said at the Iberian-American summit in Panama City. "I thought that in a year we could get through the points on the agenda we agreed upon. That has not been the case, but we are making progress." Santos said he saw "the glass half-full." "Never before in an attempt (to talk) with FARC had we made so much progress in very complex issues.
