The Senate will reconvene only 10 hours before a shutdown would be triggered, and there is little evidence of improving relations between the Senate and conservatives in the House of Representatives who are attempting to derail a key healthcare overhaul. The latest fiscal battle in Washington also pressured global markets. Indexes in Britain, Germany, France, Italy, Japan, Hong Kong, and South Korea all were lower Monday.
