A massive power outage has hit almost half of Venezuela, including much of Caracas, which usually escapes blackouts. Deputy Energy Minister Franco Silva said failures on several transmission lines were to blame for the outages. He told state television that nine of Venezuela's 23 states were affected. Venezuelans for years have been struggling with worsening blackouts, but the capital is normally spared from disruption.
