West Ham agree fee for Carroll, sign Rat

West Ham United have agreed a fee of around 15 million pounds (22.8 million dollars) to secure the permanent signingof England striker Andy Carroll from Liverpool, the BBC reported on Tuesday, according to dpa.
The move is subject to the 24-year-old agreeing to the move and agreeing personal terms.
Carroll spent this season on loan from Liverpool, who paidNewcastle 35 million pounds for him in January, 2011.
West Ham also announced on Tuesday that they have signed Romaniacaptain Razvan Rat on a free transfer.
The 31-year-old left back was out of contract after a decade withShakhtar Donetsk in Ukraine.
