"I think I could dissolve the lower house Friday" if the main opposition Liberal Democratic Party makes promises on issues including electoral system reform, the premier said earlier in the day during a parliamentary debate with LDP president Shinzo Abe. Kyoto said Noda told DPJ secretary general Azuma Koshiishi that he hoped to call a general election on December 16.
