The Shoura Council on Sunday approved two draft agreements between the Kingdom and Britain, Northern Ireland and Turkey to avoid double taxation and prevent evasion of income and capital tax. Presided over by its Deputy Chairman Dr. Abdulrahman Al-Barak, the Shoura Council session discussed draft regulations affecting real estate financing, control of financing companies, leasing and mortgaging of notarized real property, the Saudi Press Agency reported. Assistant Secretary General of the Council Ahmed Bin Abdul Aziz Al-Yahya said the Council also approved a draft agreement between the Kingdom and France to cooperate in the sectors of oil, gas and minerals. The Council approved the amendment of Article (27) of Officer Service System. This Article has been amended to be read as: "The promotion from the rank of Lieutenant General shall be by absolute selection by an order of the Supreme Commander of All Military Forces on a proposal of the Prime Minister and a recommendation of the minister. Such promotion shall be granted to officers at the rank of major general who spent at least four years at this rank. The period of occupying the rank of lieutenant general shall be four renewable years up to four more years. __
