As one who has worked on Projects, using Tower Cranes, I made comment, pointing out these facts. There has to be a safety engineer, who has to be responsible for safety of the workers and others. The Haram unlike other places needs special attention as millions gather. The suppliers themselves have clearly put the blame on the contractors. In any site they are lowered when not in use.
