Making harsher and clear cut laws will only address the symptoms of this behavior, not the roots enabling it. Yes, the upbringing has a huge amount to do with it, so many parents leave their children with maids, nannies and pretty much to their own devices using the latest electronic fads as baby sitters from a young age. Hands on upbringing seems to be missing. Sadly, the basic building blocks of morals, knowing good from bad and respect elders, and yourself are obviously lost in all of these social aspects. In this consumer society, it appears we have a generation of lost souls. If the family has not shaped their children from when they were young, then I imagine this is a major reason for such behavior. Having said that, not all the youth are impolite, but it is, as usual, the bad that makes the news. The exuberance of youth and flirtatious behavior exists in all societies, unfortunately here, it is so much more pronounced because of traditional and religious values. I was a trained youth leader years ago, and something I see drastically missing from this society is a respectable social outlet that all people, especially the youth, can put their energies into.
