WELLINGTON — The New South Wales Waratahs kicked two penalties for the only points of a drab second half to edge ACT 13-10 in Super Rugby Friday, moving level with the Brumbies atop the Australian conference. The Brumbies took a 10-7 lead to halftime after a first spell in which both teams scored one try, but the Waratahs tied the score with a long-range penalty to Kurtley Beale then moved ahead with a 56th-minute goal to Bernard Foley.
