The labor rules should change and workers should have the right to look for and go to any other employer irrespective of the amount of money spent to recruit them. If you are afraid employees will run away, then do not recruit them. Jobs are employment not a slavery, and just because you have spent a few riyals, you cannot hold a person in bondage. They live in a foreign country, they have no employee rights and have to deal with abuse and not receiving their wages for months or years on end.
