LAUSANNE, Switzerland — IOC President Thomas Bach says he has full confidence that Russian authorities will deliver “safe and secure” Games in Sochi despite the two deadly suicide bombings in southern Russia that have heightened concerns about the terrorist threat to the Olympics. The International Olympic Committee said Bach has written to Russian President Vladimir Putin to express his condolences following the “despicable” and “cowardly” attacks Sunday and Monday that killed more than 30 people in Volgograd. Volgograd is located about 650 kilometers northeast of Sochi, which will host the Winter Olympics from Feb. 7-23. — AP
