With regard to the letter "In Indian elections, Congress cannot survive" (Sep. 20), the 2002 Gujarat riots must be put into perspective. Even if there was an incident such as the torching of a train in Godhra, the real culprits could have been punished. The state government of Gujarat should not have allowed one community to commit the brutal and inhuman act of killing members of another community. The government did nothing for more than a week and allowed the bloodbath to continue. Narendra Modi, the man in charge, cannot be allowed to become prime minister.
