The Cabinet also touched on Saudi Arabia's keenness on achieving security and stability in the Republic of Yemen and ending the human suffering of the Yemeni people, in addition to efforts being exerted by the Coalition to Support Legitimacy in Yemen in this regard. These efforts aim to neutralize the threat in the region and secure maritime traffic and global trade in light of the Iran-backed terrorist Houthi militia's ongoing violations of international humanitarian law and the laws regulating navigation. The Cabinet was briefed on a number of issues on its agenda and issued the following decisions: It approved amending Article 7 of the frame agreement to establish the International Solar Alliance, and also approved a memorandum of understanding on political consultations between the Foreign Ministry and its Norwegian counterpart. It okayed Saudi Arabia's accession to the Global Ocean Alliance and authorized the Foreign Ministry to proceed with legal procedures. It also approved a MoU between the World Tourism Organization and the Ministry of to establish an international academy. It authorized the president of the Human Rights Commission to hold talks with the Qatari side on a draft memorandum of understanding on combating human trafficking crimes. It approved the chairman of the King Abdulaziz City for Science and Technology to hold talks with the Ukrainian side on a draft agreement between the government of Saudi Arabia and the Ukrainian government in the fields of science, technology and innovation. The Cabinet changed the National Center for Palms and Dates affiliated with the Federation of Saudi Commercial Chambers into a center that is organizationally connected to the Minister of Environment, Water and Agriculture, and approving the regulatory arrangements of the center. — SPA
