VALLETTA — The Maltese government said on Wednesday that Francis Zammit Dimech would be appointed foreign minister. He will take over from Tonio Borg, who resigned to become European Commissioner for Health and Consumer Affairs. Zammit Dimech has held various ministerial positions, including those responsible for infrastructure, communications, and tourism.
