DAMMAM — Dammam Police in conjunction with the local municipality have arrested 64 expatriates accused of stealing sand from different locations outside the city. After receiving a number of complaints from residents on the suspicious activity of the expatriates, the municipality, along with the police, raided three locations where sand was being uploaded illegally and seized the equipment they were using to transport it.
