THE formation of an authority for recreation and culture as part of Vision 2030 heralds a new era in the Kingdom. It brings about a major change in government's approach toward improving the welfare and wellbeing of citizens and residents. By launching Vision 2030 the state targets qualitative progress. Spreading its strong wings the vision aims to increase the country's revenue exploiting various means, without depending much on oil. The vision also aims to strengthen the Kingdom's non-oil energy resources. Oil and gas, which are depleting natural energy resources, have undoubtedly opened wide horizons of opportunities for the Kingdom and its people. At the same time there are other renewable energy sources such as solar and wind energy, and the new vision focuses on developing these sources. Human and industrial resources can also be considered as major components of energy when we discuss it on a wide scale. But all these resources would become useless if people are in a state of tension and depression. When we focus on human energy as part of the new transformation strategy, we can find the following components to achieve a human energy-based revolution. Firstly, we should enhance cultural awareness of people, providing them with wider space for recreation and creating a balance between seriousness of work and mental relaxation. When I say that the recreation authority is a major component of Vision 2030 and the Kingdom's new transformation plan I would not be exaggerating because recreation will change the society instilling greater willingness to work and making them happier in life. When a society finds itself imprisoned in a routine life imposed by social attitude and stereotypes they will not be able to enjoy or participate in recreational activities as long as they are considered taboo. This will make people introverts and depressed. Being a new organization the recreation authority has to establish various concepts to promote recreation and enhance happiness of citizens and residents. It should open new channels of entertainment that would attract individuals and groups. This will certainly create vast investment opportunities to promote tourism and recreation, especially in tourist, religious and archeological centers. The new authority for culture and recreation will promote stage programs and exhibitions, and establish specialized institutes. Every branch of this authority would be a good source of income. We know that many countries depend on tourism revenue. If we make use of the enchanting sceneries of our tourist cities and develop them into tourist resorts it will become a major area for investment and creating new jobs. God willing, we will be able to establish giant projects in the tourism and recreational sector, which will play a significant role in containing the Kingdom's unemployment problem.
