The Administrative Court in Riyadh has overturned a decision by the Ministry of Interior banning a Saudi investor from traveling abroad, it was reported by Al-Hayat newspaper recently. The ministry had based its decision on a complaint lodged by a Saudi bank against a company in which the investor has shares. The Saudi Arabian Monetary Agency (SAMA) had initially issued the travel ban which was later approved by the ministry. Dr. Ahmad Al-Jovan, Chairman of the First Circuit of the Administrative Court in Riyadh, said in his verdict that the recommendation made by the Committee for the Settlement of Bank Disputes, banning the investor from traveling, has no basis in the Sunnah and the banking system. He added that the committee is not a legal entity and its members are not judges, so by law the committee has no powers to enforce its decisions. Its recommendations and decisions are not legally binding, said Al-Jovan.
