The Council of Ministers has approved proposals for certain government contractors to provide training to Saudis as part of the contracts they receive for various operations, maintenance, and the supply of sophisticated equipment. The proposals were made by the General Auditing Bureau (GAB). Government authorities and public corporations must include specialist training clauses in their contracts, and restrict training to the specialist equipment, machinery and programs related to the nature of the contract. The contracts should also specify the targeted departments, the number of employees to be trained, their qualifications, the administrations they are working for, and the actual fees for the training program. The travel expenses of trainees should be calculated according to Civil Service regulations. The training should focus on the skills needed and the trainee should receive a certificate on completion of the training program. The contractor is also required to submit a comprehensive report at the end of the program on the training and trainees, and the quality of the program, authenticated by the party providing the training. This is to ensure the contractor qualifies for certain entitlements paid by the government for providing and facilitating the training programs. The government authorities that wish to sign such contracts must get approval from the Committee for Training and Scholarships for Civil Service Employees if they want to use this program to upgrade their workforce. __
