In the circular, the ministry makes it mandatory for these parties to be held within the schools' boundaries in the morning time and three weeks before the final examinations. These parties should also not affect attendance and discipline, the circular said. Headmasters and headmistresses who fail to inform the authorities concerned of any violations will be dealt with firmly, it added.
