In spite of that Zbigniew Brzezinski, the famous National security Advisor during the era of the former U.S. president Carter, had established the Soviet Union encirclement policy after which it had collapsed few years later; the said collapse had been a cumulative result to the failure of the Soviet political and economical policies rather than a result of the military encirclement established or imposed by Brzezinski. However, the knockout in this regard had been the one directed by Gorbachev to the Soviet Union through the policy of Perestroika and Glasnost. The American President Barack Obama has spoken from Warsaw, the Polish Capital that had witnessed the birth of the famous Eastern Warsaw Pact that had been established for confronting the NATO Pact, which indicates a big political symbolism, about a plan of a billion US dollars cost for spreading air, land and marine American troops in Eastern Europe for participating in building the abilities of the states which are not members in the North Atlantic Pact, including Ukraine, Georgia & Moldova, for enabling them to work with the United States and the Western allies in building its defenses. Obama's plan represents a direct message addressed to the Kremlin and stating that we are going on in circling Russia. In this regard, it may be that Crimea events have been a normal result of Moscow's fear of the fall of the last dam before NATO represented by Ukraine. On the opposite side, Obama's administration declared the "balance Restoration" or the "Asian Hub" strategy two years ago for achieving the declared objective of United States political and economic benefit from the Asia – pacific region that witnessed a big growth during the present century. However, this policy is interpreted in Beijing by that it is a plan for encircling China as it is going to lead to transporting 70% of the American Fleet to Pacific waters which means reinforcing the military power of the United States in the Chinese surrounding. Such policies may result in security problems, said Dr. Kenneth Lieberthal, the expert in Chinese affairs. What would happen if China controls the islands disputed about with Japan the way Russia has done in Crimea? In fact, the policy of the indomitable sole power does not very practical if we consider the rise of some states in Asia such as India, China and South Korea which are regarded among the most spending countries in regard to armament. Nowadays, we are standing before a new world of multiple and rising powers that cannot be underestimated. The United States may impose sanctions on Russia but is it able to deal with China, in case of any occurrence of military tension that may rise in the pacific region, in the same way by which it has dealt with Moscow through imposing sanctions on its economy? It is not of course as China is simply the second biggest economy in the world which cash reserve of the US dollar, estimated to be 3.95 trillion, is the biggest in the world. Such policies had looked to be useful during the old times before the collapses of "Berlin Wall" & the "Soviet Union." However, the United States should manage its existence in the world of today through a way (which is) more compatible and harmonious with the world's continuous changes that Washington cannot handle all of them together at the same time. The American capabilities shall not resist before all of these problems and the United States has started to realize this result and to turn its back to the hopeless Middle East.
