Applying Open Skies policy is not accepted by the states which believe that the relationships between a powerful party and a less powerful one should be kept within its sphere of influence and restrictions through which it is connected with the other state. We had witnessed this unbalanced relationship occurring with the allies of the United States and The Soviet Union. The mutiny of some West European countries in regard to the American guardianship had started from France, followed by Italy and Greece as the leftist parties used to have an active role in these countries. The Soviet Union used to be crueler as it used to send the troops of Warsaw Pact to any country which breaks the chain of disobedience for deterring it. One of the evidences was "Prague's Spring" where Prague had been invaded and the opposition (Party) had been dropped, in spite of that this behavior irritated the world then as the mainstream trend then was against violating the sovereignty of any country. However, the links and conventions of the alliances provide the right of power to the overwhelming country together with the right of intervention. The said incident led to arresting the leader of Czechoslovakian Communist party called Alexander Dubcek and sending him away to Moscow due to the reformist trend he called for. Moscow considered his action a rebellion that may lead to losing its links with those countries. In the Arab Homeland; some states tried to play the role of opening the windows for all parties but the era was not compatible with such trend as the policy of "You should be either with me or against me" was the prevailing one then. This is because of that the dependency had been resulted from the arming restrictions and the commercial and economic agreements versus the protection from the contrast opponent. It used to be the power of practicing pressure on those countries during the stage of dual poles occurred between East and West. After the demise of Soviet Union; the United States established the Single Pole Policy which makes the country representing this pole able to practice its influence through the various pressure means. Indeed, it could invade (some countries), change some regimes, replace them by other ones and make its relationships built on the principle of surrender. Thus, the philosophies of The end of history, clash of civilizations, hard or soft diplomacy emerged, in addition to the other terms launched by the United States in the name of the lords and the slaves for building and shaping a new global system that revolves in its orbit under the name of democracy and resolving the conflict in a way that achieves its interest. However, the Centralization of power have become shaken after the excessive wars and the massive military and material losses incurred, in addition to showing or representing the United States as the Absolute enemy of the world with no consideration of the facts of reality and the growth of global awareness. This end resolved the matter and returned the United States to its reality through revising its policies and adventures. In the Arab countries; we have been divided between the various trends and camps and have become the "Nations game" due to the massive political gap, in addition to the difficulty of shaping a balanced policy between global conflict parties. However, the new era has started to break the power rod through the multiple poles among which some countries regained its role as Russia and others made its way up such as China through the rise of its economic influence supported by the biggest manpower resource in the world. At this stage, the role has not become monopolized by a single power which imposes its influence through the single pole concept. Events of the Arab region, through its spring and semi-autumn, imposed on the kingdom the issue of considering the time differences and the global power spheres circle or rotation. Thus, it has become compulsory to accept the Open Skies Policy with all parties in the United States, Europe & Asia, in addition to neglecting the old rupture with the Soviet Union which used to adopt the slogan of launching a war against religions and the national revolutionist trend. Thus, dealing with Russia has become a necessity imposed by the new global change, especially if we consider that the Kingdom is not looking for exchanges or paid friendships which are subject to the party of first priority. As long as the Kingdom needs no aids due to the independence of its financial decision, all circumstances have gathered to impose dealing with all parties without prejudgments on it. This is the formula that raises the level of achieving its interests with no restrictions involved through the similar equality in economic and political power. Consequently, the visits and communications with Moscow government are being made for this purpose but without closing the doors before other parties which represents the way we used to witness in the region through volatile Arab policies that have been subject to the moods and volatile roles.
