The Custodian of the Two Holy Mosques King Abdullah bin Abdulaziz Al Saud chaired the Cabinet's session at Al-Salam Palace here today. At the outset of the meeting, the Custodian of the Two Holy Mosques briefed the Council on the consultations, messages and contacts he made over last week with a number of leaders of brotherly and friendly countries as well as the Secretary General of the United Nations on the developments of situations in the region and the entire world. In a statement to the Saudi Press Agency following the meeting, Dr. Abdulaziz bin Mohieddin Khoja, Minister of Culture and Information said the Cabinet reviewed a host of reports on the developments of situations at the Arab, region and international arenas, including the Arab and international efforts to contain the Syrian crisis. He said the Cabinet expressed the appreciation of the Kingdom for those efforts in this regard, stressing the demands and calls issued by the Syrian People Friends Conference in Paris for the United Nations Security Council to issue an imperative prompt order within the seventh chapter of the United Nations Charter, pointing to Kofi Annan's plan and the agreement reached in Geneva meeting on the need for a political transitional process in Syria and taking measures that guarantee the respect of a sanctions resolution by the United Nations against the Syrian regime. The Cabinet denounced Israel's continuation of oppressing the Palestinian people, violating their rights, sending them to prisons, and confiscating their properties to expand settlements, confirming that such practices require taking effective measures to deter Israel from continuing this adamant expansionist and aggressive policy, challenge of the world will, and breaching its legitimacy that led to the stalemate of peace negotiations and final collapse. Dr. Khoja said the Cabinet then reviewed a number of domestic topics, continued discussing its agenda and took the following decisions: The Cabinet approved a memorandum of understanding on cooperation in the field of environment protection and preservation between the government of the Kingdom of Saudi Arabia and the government of the State of Qatar, which was signed in Riyadh on April 01, 2011. The Cabinet approved a memorandum of understanding on cooperation in the field of meteorology between the government of the Kingdom of Saudi Arabia and the government of the State of Qatar, which was signed in Riyadh on April 02, 2011. Upon a study plan submitted by the Minister of Finance, the Cabinet decided that areas of land lots allotted to building headquarters for each of the Supreme Judiciary Council, Higher Court, Appeal Court and general judiciary courts should be determined by the concerned authorities. The same measure will be taken as regards the headquarters of the administrative judiciary council, the court of grievances and its affiliate courts (higher administrative court, administrative appeal court and administrative court). Such buildings will be completed within five years from the date allocation was agreed upon with the Ministry of Finance. The Cabinet approved the appointment of the following as members to the Board of Directors of the General Commission for Civil Aviation for three years, effective the issuance of the decision: 1- Bandar bin Abdulaziz Al-Wayli, representative of the Ministry of Economy and Planning 2- Majed bin Abdullah Al-Bawardi, representative of the Ministry of Commerce and Industry 3- Saleh bin Hasan bin Abdullah Al-Afaleq 4- Abdulaziz bin Mohammed Al-Saad Al-Ajlan 5- Mazen bin Mohammed Ibrahim Batarji, as representatives of the private sector. The Cabinet authorized the Minister of Labor, who is also Chairman of the Board of Directors of the Technological and Vocational Training Authority, or his deputy, to discuss with the Brazilian side the draft memorandum of understanding in the field of technological and vocational training between the Technological and Vocational Training Authority of the Kingdom of Saudi Arabia and the National Commission for Industrial Training Services - the National Administration- of the Federal Republic of Brazil, sign it through the two countries' joint committee and forward the outcome for further legal finalizing of the measure. The Cabinet endorsed the agreement between the government of the Kingdom of Saudi Arabia and the government of the Republic of Korea on cooperation in the field of peaceful usage of nuclear energy, singed in Seoul on November 15, 2011. The Cabinet approved transference and appointments of the following government officials: 1- transference of Dr. Oqab bin Saqr bin Awwadh Al-Lowaiheq from the post of Security Consultant (rank 15) to the position of undersecretary of the Governorate of Makkah Region for Security Affairs (same rank) 2- appointment of Eng. Abdullah bin Mohamed bin Huzaim Al-Mitairi to the position of Undersecretary of the Ministryof Municipal and Rural Affairs for Contractors Classification Affairs (rank 15) 3- appointment of Saadi bin Mohammed bin Zafer Al-Garni as Undersecretary of the Mayor for Construction and Projects at Makkah Municipality (rank 14) 4- appointment of Fahd bin Abdulrahman bin Abdulkareem Almansour as Chief Notary Public Department at the Ministry of Justice (rank 14) 5- appointment of Eng. Ahmed bin Ali bin Abdullah Al-Baiz as Assistant Undersecretary of the Ministry of Health for Engineering Affairs (rank 14) 6- appointment of Hamad bin Abdullah bin Sulaiman Al-Hadaithi as Assistant Undersecretary of the Ministry of Labor for Inspection and Labor Relations (rank 14).
