We, the Bedouins of yesterday who represent the civil life of today are passing through remarkable development conditions which are not related to the capabilities we've got only. There have been flourishing capabilities between the hands of some Arab nations but there was, too, someone who used tem as a means for proving his presence in spite of their presence among those Arab nations before him. The toughest and worst thing to happen was that the conflicts occurred in the area of development starting points and capabilities. This negative choice stopped the launching process towards development and led the Arab directions to be towards retardation in a terrifying way that should be rejected, as well.
The important truth I am seeking to reach through this concise preface is that the availability of capabilities alone is not enough if there are no economic and social reform projects plans and renovation constructions which are acknowledged and facilitated, in addition to the various communication ways between the citizen and every government authority with which he has a case or an issue and the performance & implementation of project stage which welfare is referred to the citizens. It is clear that what is meant here is opening various communication channels with the official authorities which are concerned about various economic, social, technological and educational interests.
Our development circumstances which are better than an Arab past stage should, for sure, neither pass through delay barriers nor be anaesthetized by the routine of the performance in a way that lead it to inactivity and being unable to reach its targets, unless the need for better targets become prevailed in the concept and desires.
The clear concern about refusing any closure related to a fact, a piece of information or certain interest was mentioned in the details of Minister's Council resolutions text the day before yesterday. The said text stated, too, that government bodies are in charge of providing offices which are specialized in following up the public information, from one side, and following up the performance of government bodies in regard to implementing whatever related to all citizens, from the other side. The latest should be through establishing special offices for following the issues faithfully or for providing the convincing responses (in cases of delay). This is a great step which is needed by most countries in the third world. It even represents the practical response for reaching a certain fact clearly.
In front of this clear dealing ways, some irresponsible writings are not supposed, of course, to be able to direct the citizen towards a mistake that incites or is being repeated. At the same time; any person who is seeking a truth can, then, heads to state's offices. He who wants to write a journalistic report should be a professional journalist who belongs to Journalists Association which, no doubt, acquired an appreciation from the state that we wish it to preserve. We wish such association, too, to provide conscious & objective media perspectives that understand how massive and important is our distinguished development perspectives provided by man of the present and future King Abdulla Bin Abdul Aziz. We should be distinguished, as well, by a conscious press. We are, thanks are addressed to the Lord, present among the path of this distinction on the Arab level.
I said at the beginning that the availability of the capabilities alone is not enough. However; the activity of work bodies and the presence of a conscious press provide us with a competent achievement which is combined with a fair journalistic practice at the same time. Thus; our administration of our development starting points can be consistent with our competent capabilities. This is what the state was seeking when it issued its resolution the day before yesterday.
