Custodian of the Two Holy Mosques Chairs Cabinet's Session

The Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud chaired the Cabinet's session at Al-Yamamah Palace in Riyadh on Monday.
At the outset of the session, the Custodian of the Two Holy Mosques expressed his thanks and praise to Allah Almighty for the bounties bestowed upon this blessed country and what it is witnessing of security and stability, stressing that the issuance of a number of royal orders including the restructuring of a number of ministries and government agencies and the appointment of a number of ministers and officials emanates from the keenness on the continuation of the march of development pursued by the Kingdom since its unification by the founder late King Abdulaziz bin Abdulrahman Al Saud and from the continuous development in line with the Kingdom of Saudi Arabia's Vision 2030 and in accordance with the requirements of this stage and the achievement of aspirations through the State agencies' performance of their missions and authorities in the best way to upgrade the levels of services being provided to citizens and residents for the achievement of a prosperous future and a comprehensive development.
The Custodian of the Two Holy Mosques welcomed the new ministers, expressing his wishes of success for all princes, ministers and officials included in the royal orders in their new missions and his deep thanks and appreciation to former princes, ministers and officials for their blessed exerted efforts.
The Custodian of the Two Holy Mosques briefed the Cabinet on the message sent to Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah, the Emir of the State of Kuwait, and the results of his talks with President Rock Marc Christian Kabore of Burkina Faso, during which they reviewed the bilateral relations between the the two countries, ways of developing and strengthening them and the signing of a cooperation agreement in the field of fighting crime between the two governments.
The Minister of Culture and Information Dr. Adel bin Zaid Altoraifi said in a statement to Saudi Press Agency following the session that the Cabinet expressed its thanks and appreciation to the Custodian of the Two Holy Mosques for his great keenness on the continuation of the march of development of this blessed country, stressing that the issuance of these royal orders will contribute to the achievement of the Kingdom of Saudi Arabia's Vision 2030 and the promotion of the position of the Kingdom at various international levels in light of its adherence to its principles and maintaining the foundations upon which it was established, commending the the royal orders for their keenness on the concentration of responsibilities and their clarity and facilitating procedures to provide the best services in line with the State's policy.
The Minister explained that the Cabinet reviewed reports on the latest developments in the region and the world, renewing the Kingdom of Saudi Arabia's condemnation of the genocide being committed by Bashar Al-Assad's forces against civilians in Syria, including the heinous massacre perpetrated by those forces at Al-Kamounah camp, Idlib countryside, killing dozens, stressing that these ugly massacres and blocking humanitarian aid from access to Syrian brotherly people are considered as war crimes and represent a blatant challenge to all international laws and ethical principles of humanity.
The Cabinet also welcomed, in this context, the decision issued by the Arab League Council at the level of Permanent Representatives at the conclusion of its extraordinary meeting in Cairo, and its condemnation and denunciation of the brutal practices committed by the Syrian regime against the defenseless civilian population in Aleppo and its countryside as well as against the citizens in all parts of Syria.
On domestic affairs, the Cabinet stressed that the Custodian of the Two Holy Mosques' honoring of the winners of King Abdulaziz Book Award in its second session and Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud Award and Grant on Studies and Research of the Arabian Peninsula History in its sixth session for 2015/2016, presented by King Abdulaziz Foundation embodies his interest and follow-up of the Kingdom of Saudi Arabia and the Arabian Peninsula and his keenness to stimulate historians and researchers to research and study in the history of the Kingdom and the Arabian Peninsula and to document and highlight it for the citizens of the nation and all those interested.
The Cabinet hailed the great interest and generous care being accorded by the Custodian of the Two Holy Mosques to the fund of the martyrs; wounded; prisoners and missing in his recognition of the sacrifices of the martyrs of duty of their lives in defense of their religion, security of their homeland and its stability.
The Cabinet renewed confirmation that the sacrifices of the martyrs of duty, prisoners, wounded and missing persons will always remain a source of the pride to the leadership of this country and its people and that their families will enjoy the care and attention.
The Cabinet also lauded the efforts being exerted by the security agencies in following up and monitoring the movements of terrorist elements and the wanted by security agencies and controlling their hideouts taken as shelters, chasing the elements of crimes and corruption, by countering and foiling their schemes, protecting the security of this nation and maintaining its stability, stressing the important role of citizens and residents in their cooperation, supporting for security authorities and standing as one rank against this criminal group and its terrorist activities.
Dr. Adel bin Zaid Al-Toraifi said that the Cabinet was briefed on a number of issues on the agenda, and took the following resolutions:
First: The Cabinet authorized the Minister of Foreign Affairs - or his deputy - to discuss and sign with the Arab Bureau for Countering Extremism and Terrorism a draft headquarters agreement between the Government of the Kingdom of Saudi Arabia and the Arab Bureau for Countering Extremism and Terrorism.
Second: The Cabinet approved the regulation of the National Center for Public Agencies Performance Measurement.
Third: The Cabinet approved the organic farming policy in the Kingdom of Saudi Arabia.
Fourth: The Cabinet approved an agreement in the field of employing domestic Indonesian workers between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of Indonesia, which was signed in Riyadh on 19/04/1435.
Fifth: The Cabinet approved the amendment of Articles (IV) and (V) of the Health System, by adding two clauses relating to women's health.
Sixth: The Cabinet approved the restructuring of the Board of Directors of Irrigation and Drainage Authority in Ahsa for three yearsm be chaired by the Minister of Environment, Water and Agriculturem have the membership of:
1- Director General of Irrigation and Drainage Authority.
2- Eng. Saeed bin Ali Al-Duair, Representative of the Ministry of Environment, Water and Agriculture.
3- Dr. Mohammed bin Nasser Al-Shaqawi from King Faisal University.
4- Dr. Yousef bin Abdullatif Al-Jaber from the private sector.
5- Eng. Khalid bin Abdullah Al-Ibrahim from the private sector.
Seventh: The Cabinet approved the regulation of the Saudi Grains Organization.
Eighth: The Cabinet approved a number of appointments as follows:
1- Fahd bin Abdulrahman bin Abdulkarim Al-Mansour appointed to the post of Religious Advisor (Rank 15) at the Ministry of Justice.
2- Mohammed bin Abdulrahman bin Abdullatif Al-Babtain appointed to the post of Assistant Undersecretary for Judicial Affairs (Rank 14) at the Ministry of Justice.
3- Eng. Abdulhadi bin Mohammed bin Abdullah Al-Qahtani appointed to the post of Deputy Mayor for Municipal Affairs (Rank 14) at the Eastern Region Municipality.
4- Fahd bin Ibrahim bin Abdulaziz Al-Mujalli appointed to the post of Director General of Administrative and Financial Affairs (Rank 14) at the Bureau of Investigation and Public Prosecution.
