Al-Turki: Most Wanted Was Arrested 24 Hours After His Two Companions Were Killed

Security Spokesman of the Ministry of Interior Gen. Mansour Al-Turki confirmed that "During the past two days, a security operation was conducted in Besha Governorate, Asir Region, which resulted in the arrest of the most wanted for security authorities Oqab bin Megib Qazaan Al-Otaibi."
During a press conference held here yesterday, Al-Turki said that "The security authorities arrested the wanted 24 hours after two wanted were killed, namely Abdulaziz Ahmed Mohammed Al-Bakri Al-Shehri and Yasser Ali Yusuf Al-Hudi, who were previously announced as wanted after verifying their identities."
Al-Turki pointed out that the security operation was conducted in a wild and rugged area east Besha Governorate over an area of 40km for 36 hours. The operation started at dawn on Friday following the detection of two cars; one of which was transporting explosive materials and was targeted by security forces. The two wanted got off the cars and took refuge in a mountainous area.
Al-Turki also said that the security forces dealt with the situation firmly and as a result the wanted Abdulaziz Al-Shehri and Yasser Al-Hudi were killed. The security forces continued combing the area, looking for the wanted Oqab Al-Otaibi who fled the site.
Then, Brigadier Engineer Bassam Atiyah of the Center of Strategic Studies of the Interior Ministry spoke, noting that in the region of Asir's Bisha province, a terrorist act was aborted and included two cars carrying an amount of explosives on the dawn of last Friday during quality field operations that covered up to 40 kilometers and continuous work over 24 hours, this operation resulted in the death of Yasser Ali Alhodi and Abdul Aziz Alshehri and capture of the wanted Oqab Al-Otaibi.
He pointed out that the dead Yasser Ali Alhodi "21 years" had experience in making explosive belts and explosives, and planned for the assassination of a security officer in the Qassim region and was involved and participated in the assassination of Brigadier Kitab Al-Hammadi.
The dead Abdulaziz Alshehri "35 years" was active in terrorism since 1425 H. and entered the terrorist circle at the height of Alqaeda's terrorist acts that targeted the Kingdom of Saudi Arabia, and had a link with the bombing of the special emergency forces in Assir and had a link to the assassination of Brigadier General Kitab Al Hammadi.
The arrested Oqab Al-Otaibi "29 years" has to do with the act of shooting at worshipers at the Mustafa mosque in the village of Aldalwah, the bombing of the mosque of emergency special in Assir, the incident of Strategic Storage, the assassination of a security man and the assassination of Kitab Al-Hammadi.
Brigadier Attia indicated that the arrested Oqab Al-Otaibi holds an intermediate certificate, and is pursuing a takfiri thought, and participated in a terrorist plot targeting followers of the Shiite community in Madinah, and planned to go out to Iraq and was arrested in 1429 H., and went out to the areas of conflict in Syria in 1434 H. through Kuwait and Turkey and in Syria, he joined the Daash and received the necessary preparation and training for terrorist acts in the kingdom, and was exported back to the Kingdom of Saudi Arabia from Syria to Sudan and then to Yemen and Jizan and settled in Khamis Mushayt for a period and then went to Dhurma.
Brigadier Atia said that the orders and instructions to the arrested Oqab were from Daash agents in Syria that he creates a base for terrorist operations management in Dhurma, where Dhurma was a factory for the manufacture of explosive belts and explosives and training of field suicide bombers.
Brigadier Engineer Bassam Al Attiya said that on 03/12/1436 H, there was a quality operation of raiding a group in Dhurma, were a explosive materials factory and explosive belts were seized in this factory, and arrested Oqab was there but managed to escape during the raid where there was contact after escaping from Dhurma with arrested Sweilem Hadi Rwaili and a shelter was secured for Oqab Al-Otaibi in Dawmat Al-Jandal where he stayed for four months.
Also present in Dhurma rest was suicide bomber Yusuf Suleiman who left Al-Jawf and arrived at Dhurma rest and there, he was trained and prepared psychologically and physically, and was briefed on the necessary and presumed way of his moves, and the one responsible for these acts Jaber Al-Otaibi, the belts maker and trainer, and who also filmed the will of the suicide bomber. He explained that Oqab Al-Otaibi circuit widens with his association with the terrorist operations, and his relationship to the incident of strategic storage, and Abdulmalik Alboadei was the commander of this operation and an important element in this relationship, while he received orders to form a terrorist cell and had a desire to go out to areas of conflict and therefore he communicated with his brother in Syria who was wanted in a sequential process of going through all the elements that go into this terrorist organization.
He said, "The circle of Oqab Al-Otaibi started to expand and his affiliations with operations carried out in the past year 1436 H began to appear and crystallize and also his engagement with respect to the assassination of Brigadier Kibtab Majid Al Hammadi, pointing out that the data and preliminary results of the investigation indicate involvement his involvement in this act.
Brigadier Attiya added that there are four areas for the movement of Oqab Al Otaibi: Jouf, Riyadh, Jizan and Asir, noting that the export of terrorism and the terrorist elements will continue as long as the Syrian issue remains.
He said that the Kingdom of Saudi Arabia in less than a year had more than thirty terrorist acts with a rate of one act in every 12 days, indicating that there is no state, nation or people who were exposed to what happened in the kingdom.
Then Maj. Gen. Mansour al-Turki answered questions from journalists, stressing that any terrorist act in the kingdom receives continuous investigation, noting that one of the most important elements of the success of the security forces to combat terrorism in the kingdom is the insistence of the security forces on follow-up of all those who have a role in any terrorist crime and work to arrest them and ensure their inability to participate in the implementation of another act and with regard to the terrorist crime that targeted the martyr, God willing, Brigadier Kitab Al-Hammadi investigations were still continuing, as are ongoing investigations into other crimes, and the results will be announced as soon as the investigations reach them.
Maj. Gen. Mansour al-Turki indicated that currently there is no real information on the target or nature of the crime that they were going to do, but with the grace of God through the arrest of one of them, the wanted for security agencies Oqab Al-Otaibi, a lot of things related to this act and other terrorist operations in the kingdom will become clear.
