Custodian of the Two Holy Mosques Chairs Cabinet's Session

The Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud chaired the Cabinet's session at Al-Yamamah Palace in Riyadh on Monday.
At the outset of the session, the Custodian of the Two Holy Mosques briefed the Cabinet on the outcomes of his talks with President Mohammed Bukhari of Republic of Nigeria and Prince Frederik Henrik Andre, the Crown Prince of Kingdom of Denmark; the message sent to Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah, the Emir of State of Kuwait; and the telephone call received from President Vladimir Putin of Russian Federation.
The Minister of Social Affairs and Acting Minister of Culture and Information Dr. Majed bin Abdullah Al-Qassabi said in a statement to Saudi Press Agency following the session that the Cabinet was briefed on a number of reports on latest developments at regional, Arab and international arenas, reconfirming the Kingdom's strong condemnation of terrorist bombings and attacks that took place in the republics of Cameroon, Somalia and Afghanistan, expressing the Kingdom's condolences to the families of the victims, governments and peoples of Somalia, Afghanistan and Cameroon and its wishes of a speedy recovery for injured people.
The Cabinet expressed its thanks and appreciation to the Custodian of the Two Holy Mosques, the Crown Prince and the Deputy Crown Prince for the state's attention to the homeland's citizens of martyrs of duty and their families, commending in this regard the Crown Prince's inauguration of the electronic board of the martyrs titled ''Loyalty to men sacrificed their lives for their homeland'', his emphasis that the homeland will never forget its citizens martyred in defending it and its achievements, that all people are proud of the martyrs of duty who will be a source of pride of the homeland's leadership and people, and that their families and relatives enjoy continuing follow up from the rulers to meet their needs and overcome their difficulties.
The Cabinet commended the Ministry of Interior for its keenness to speed up and complete the transformation to the electronic services for transferring to a new phase through which the Ministry provides services by Abshir integrated system and launches the application '' We are all security'' on mobile phones aiming to make citizens and residents a part of an interactive technological security system starting and ending with them.
The Cabinet commended the security forces, customs and various agencies for their efforts to monitor, track down and prevent the attempts of smuggling drugs into the Kingdom, arrest those involved in their smuggling and recipients, and carry out their missions to protect the citizens of the homeland from the scourge of drugs, expressing its appreciation for the cooperation of security agencies in a number of Arab countries with its counterpart in the Kingdom in seizing smugglers and manufacturers of drugs.
The Minister said that the Cabinet discussed the deliberations of Cambridge Week for Energy Research in Houston on the international oil market, and reiterated in this context the Kingdom of Saudi Arabia's seeking to achieve stability in oil markets and that it will permanently communicate with all major oil producers in an attempt to reduce fluctuations and it also welcomes any cooperative work and will remain committed to meeting a large share of global energy demand on purely commercial bases, and that it invests huge amounts of money to maintain its vital reserve capacity to help meeting the additional demand, or dealing with global supply disruption if necessary.
The Cabinet was briefed on the results of the meetings of the Group of Twenty at the level of finance ministers concluded in Shanghai of the People's Republic of China with the participation of governors of central bankers in the countries of the Group, during which the financial ministers reviewed the most significant developments at the level of the global economy, which is facing the challenges of growth and fluctuations in the financial markets, and called for strengthening joint action via coordination among developed and emerging countries and employing fiscal, monetary and structural policies to counter these challenges.
Dr. Majed bin Abdullah Al-Qassabi said that the Council of Ministers was also briefed on the issues listed on its agenda, including ones it co-shared in their study with the Shura Council and decided the following:
First :
After reviewing the report submitted by the General President of Youth Welfare, and after consideration of the Shura Council's resolution No. (22/11) dated 04/08/1437 AH., the Cabinet approved a Memorandum of Understanding between the General Presidency of Youth Welfare in the Kingdom of Saudi Arabia and the Ministry of Sports and Tourism of the Republic of Belarus in the field of sports, signed in Riyadh on 17/07/1436 AH.
A royal decree has been prepared for this purpose.
Second:
The Cabinet authorized the Minister of Finance - or his deputy - to sign a draft agreement between the Kingdom of Saudi Arabia and both of the Kingdom of Belgium and the Republic of Cyprus for the avoidance of double taxation with respect to taxes on income and prevention of tax evasion, and the draft (Protocol) attached to them before submitting the final signed version to complete statutory procedures.
Third:
The Cabinet authorized the Minister of Foreign Affairs - or his deputy - to discuss with both of the Macedonian side and the Bangladeshi side a draft memorandum of understanding regarding the political consultations between the foreign ministry of the Kingdom of Saudi Arabia and both the Ministry of Foreign Affairs of the Republic of Macedonia and the Ministry of Foreign Affairs of the People's Republic of Bangladesh and sign it before submitting the final signed version to complete statutory procedures.
- Fourth : After reviewing a report of Minister of Transport and the Shura Council's resolution No. (26/12) dated 09/04/1437 AH, the Cabinet approved the following :
1 - Amendments to the international Convention on Standards of Training and Issuing of Certificates and Shift Work for Workers at Sea for the year (1978) under resolution No. (1) issued by the World Conference of International Maritime Organization in Manila on 21-25 /6/2010.
2 - Approval of the International Code on Standards of Training and Issuing of Certificates and Shift Work for Workers at Sea, adopted by resolution No. (2) issued by the World Conference of the International Maritime Organization for the year (1995) and its amendments adopted by resolution No. (1) issued by the World Conference of the International Maritime of the Organization (2010), a royal decree has been prepared in this regard.
- Fifth : The Cabinet approved the appointment of the following as specialists in the Board of Directors of Real Estate Development Fund for a three year term:
1 - Taha bin Abdullah bin Ibrahim Al-Quwaiz.
2 - Hamed bin Mohammed bin Hamed Fayez.
3 - Abdullah bin Mohammed bin Abdullah Al-Othman.
Sixth : The Cabinet approved appointments as follows :
1 - Mohammed bin Said bin Mohammed Al Jaber as ambassador at Ministry of Foreign Affairs.
2 -Suleiman bin Abdulaziz bin Nasser Alzakari as Director General of Administrative Development (rank 14t) at the Ministry of the National Guard.
3 - Appointment of the following as (Minister Plenipotentiary) at Ministry of Foreign Affairs:
- Najm bin Khalaf bin Ali AlHamrani,
- Abdulmalik bin Mohammed bin Saleh Al-Shinawi,
- Musallam bin Ali bin Dakhil Allah Al-Salami,
- Abdulmalik bin Ali bin Abdulrahman Al-Yusufi,
- Yusuf bin Mohammed bin Fahd Al-Wahaibi,
- Salem bin Ali bin Mansour Al Mansour,
- Abdullah bin Abdulmoi'n bin Ibrahim Al-Kurdi,
- Abdulrahman bin Saleh bin Mohammed Al-Qahrah,
- Saleh bin Khaddam bin Saleh Al-Fayiz,
- Faisal bin Abdullah bin Hamza Amoudi,
- Mohammed bin Nafi' Al-Madani.
The Cabinet was briefed on the outcome of the recommendations of the ninth meeting of attorneys general, public prosecutors and heads of Investigation and Public Prosecution Commissions of Gulf Cooperation Council for Arab States held in Qatar and on the report on the national strategy for transportation, and it took its decisions in this regard.
