Crown Prince Salman bin Abdulaziz Al Saud, Deputy Premier and Minister of Defense, chaired the Cabinet's session at Al-Yamamah Palace in Riyadh on Monday afternoon. At the outset of the session, the Crown Prince expressed the best thanks to the leaders of brotherly and friendly countries who have contacted to be reassured about the health of the Custodian of the Two Holy Mosques King Abdullah bin Abdulaziz Al Saud, expressing his appreciation to the homeland's citizens for their noble and sincere feelings towards the King, and praying to Allah Almighty to protect the King from any harm and bestow upon him a good health. The Crown Prince briefed the Cabinet on the results of the official talks held with the President of the Republic of Venezuela. The Minister of Culture and Information Dr. Abdulaziz bin Abdullah Al-Khudhairi said in a statement to Saudi Press Agency (SPA) after the session that the Cabinet expressed its appreciation for the address of the Custodian of the Two Holy Mosques, which was delivered on his behalf by the Crown Prince, at the opening of the third year of the sixth session of Majlis Al-Shura last Tuesday, considering the King's address of his vision, message, major objectives, and assertion that the Kingdom will remain an advocate for its own economic interests and international status within a national perspective taking into consideration the requirements of citizens' welfare and the interests of present and future generations, as a working strategy committed by the Cabinet in its works and performance at various levels. The Cabinet considered the visions of the address and the royal directives as an integrated program as it deals with the basic foundations upon which the internal and external policy of the Kingdom was based, as well as its firm positions towards current Arab, Islamic and international issues. The Cabinet commended Majlis Al-Shura's achievements and contributions to the construction and development through its constructive initiatives, wise opinions and successful recommendations, which have made it an important partner in the development process being witnessed by the Kingdom. The Cabinet expressed its deep condolences to the families of the security men who were martyred last week in defense of their religion and homeland in confronting terrorist elements at Suwaif Center in Judaidet Arar, praying to Allah Almighty for bestowing mercy and forgiveness upon the martyrs and a speedy recovery for the injured security men, praising the continuing efforts of the security forces in countering terrorist acts and taking regulatory procedures against all those who plan to make corruption and chaos, stressing that the hand of justice will reach anyone being tempted to tamper with the homeland's security. The Council of Ministers stressed the importance of the conference of the ministers responsible for cultural affairs in the Arab world, which will hold its nineteenth session in Riyadh, under auspices of the Custodian of the Two Holy Mosques, wishing success to the conference, which will examine an important subject, the Arabic language as a platform for humanitarian cultural integration. The minister said that the council expressed deep concern over the suffering of the Syrian refugees due to severe cold wave and exacerbation of the suffering and the magnitude of the disaster in which they are living, especially children, women and elderly, stressing the need to stand with them, and provide necessary assistance to them. The Council, reiterated Kingdom's strong condemnation of the gross terrorist act that occurred in Charlie Hebdo magazine in the French capital, Paris, indicating that the tolerant Islamic religion rejects such cowardly acts. Dr. Al-Khudairi said that the council issued the following decisions: First: The cabinet approved the security cooperation agreement between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of the Comoros signed in the city Riyadh on 01/05/1434 AH. Among the most prominent features of this Agreement are the following: The Parties shall cooperate in the fight against crime in all its forms and manifestations, and cooperate in the field of security training through a number of mechanisms, including training programs and courses, and exchange of meetings and visits. Second: After reviewing what has been submitted by President of the Saudi Commission for Tourism and Antiquities (SCTA), and after consideration of the Majlis Al-Shura's resolution No. (118/62) dated 26/10/2014, the Cabinet approved a memorandum of understanding for cooperation in the field of tourism between the SCTA of the Kingdom of Saudi Arabia and the Ministry of Tourism of the Republic of Greece, signed in Riyadh on 10/02/2014. A royal decree has been prepared for this purpose. Third: After reviewing what has been submitted by the Minister of Justice, the Cabinet approved the Regulation of Criminal Procedure, issued by the Royal Decree No. (M / 2) dated on 25/02/2013. Regulation of the Criminal Procedure includes special executive provisions with inference procedures, arrest of the convicted, search of persons and houses, in addition to investigative procedures, and other provisions related to judicial work and its multiple procedures. Fourth: The Cabinet authorized the Minister of Finance to take the necessary actions regarding the withdrawal from the Agreement of the Establishment the International Bureau for Tariffs signed on 05/07/1890 and its amended (protocol) signed on 16/12/1949, before submitting the reached outcomes. Fifth: The Cabinet authorized the Minister of Labor - or his deputy - to discuss with the Moroccan side a draft memorandum of understanding in the areas of labor between the Ministry of Labor in the Kingdom of Saudi Arabia and the Ministry of Employment and Social Affairs in the Kingdom of Morocco, sign it, and then submit the final version for completion of the statutory procedures. Sixth: The cabinet approved the following appointments: 1- Sultan bin Abdullah bin Nasser Al-Sultan to the job of ambassador at the Ministry of Foreign Affairs. 2- Mohammed bin Hussein bin Mohammed Madani to the job of Minister Plenipotentiary at the Ministry of Foreign Affairs. 3- Khalid bin Mubarak bin Abdullah Al-Mubarak to the job of Minister Plenipotentiary at the Ministry of Foreign Affairs. 4- Abdulaziz bin Mohammed bin Abdullah Al Fahid to the job of Chief Justice Register (rank 14) at the Ministry of Justice. 5- Abdulrahman bin Mohammed bin Moghames Al-Moghames to the job of Chief Justice Register (rank 14) at the Ministry of Justice. 6- Salah bin Omar bin Saad Al-Sadhan to the job of minister's office director general (rank 14) at the Ministry of Islamic Affairs, Endowments, Call and Guidance. 7- Khalid bin Ibrahim bin Abdulaziz Almrashwd to the job of Director General of the Ministry branch in Asir (rank 14) at the Ministry of Islamic Affairs, Endowments, Call and Guidance. 8- Mohammed bin Saleh bin Abdulrahman Al-Rwaita to the job of Director General of Customs of the Port of Yanbu (rank 14) at the General Customs Authority. The cabinet also reviewed the annual reports of the Saudi Industrial Development Fund, Saudi Arabia Airways for previous financial years and issued the relevant instructions about them. The Cabinet's secretariat general will forward the outcome of today's session to the Custodian of the Two Holy Mosques to issue his directives in this regard.
