Custodian of the Two Holy Mosques Chairs Cabinet's Session

The Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud chaired the Cabinet's session at Al-Yamamah palace in Riyadh on Monday afternoon.
At the outset of the session, the Custodian of the Two Holy Mosques welcomed the leaders of Arab and South American countries and all participants in the 4th Summit of Arab and South American countries to be held in Riyadh tomorrow and after tomorrow, Muharram 28-29, 1437 H, corresponding to November 10-11, 2015, wishing them a pleasant stay in the Kingdom of Saudi Arabia, expressing hope that the summit will be crowned with success and contribute to further enhancement of relations between the two sides in various political, economic and social fields.
The King briefed the Cabinet on the results of his talks with President Omar Hassan Al-Bashir of the Republic of Sudan and President Ikililou Dhoinine of the Republic of Comoros; and his meetings with Sheikh Abdullah bin Zayed Al Nahyan, Foreign Minister of United Arab Emirates, Chief of Pakistani Army General Raheel Sharif, Head of United States Government Accountability Office Gene L. Dodaro, and Director General of International Monetary Fund Ms. Christine Lagarde.
The Minister of Culture and Information Dr. Adel bin Zaid Altoraifi said in a statement to Saudi Press Agency following the session that the Cabinet expressed its thanks and appreciation to the Custodian of the Two Holy Mosques for the Kingdom's efforts and care for the Holy Quran, considering King Abdulaziz International Competition for Holy Quran Memorization, Recitation and Intonation in its 37th session whose final qualifications being held at the Grand Holy Mosque under the patronage of the Custodian of the Two Holy Mosques with the participation of 124 contestants from 66 countries, as one of the manifestations of the State's attention, since its foundation, to the Holy Quran's dissemination, memorization, recitation and interpretation.
The Cabinet commended the Education Evaluation Conference hosted by the Kingdom under the title 'Introduction to Development and Quality' which was opened on behalf of the Custodian of the Two Holy Mosques, by Prince Faisal bin Bandar bin Abdulaziz, Governor of Riyadh region and organized by Public Education Evaluation Commission. In this regard, the Cabinet extended thanks and appreciation to the Custodian of the Two Holy Mosques for his care, attention, keenness and support for education to enhance and develop the quality and efficiency of education and improve its outputs to support the development and the national economy.
Dr. Altoraifi noted that the Cabinet was briefed on issues on its agenda, including the issues the Shura Council co-shared in their study and decided the following:
First :
After review of the report submitted by the Minister of Economy and Planning, the Cabinet approved the organizational arrangements of the Center for Achievement and Rapid Intervention formed by the Royal Order No. (64279) and date of 12/26/1436 AH.
These arrangements decided to link the Center with the Minister of Economy and Planning who is Chairman of Follow up Committee for implementation of decisions related to the Council of Economic Affairs and Development.
Second :
After review of the report submitted by the Ministry of Commerce and Industry and after consideration of the Shura Council's decision No. (10/13) dated 04/15/1432 AH, the Cabinet approved a new system for companies.
A royal decree has been prepared for this purpose.
Third: The Cabinet approved the participation of the Ministry of Hajj in the membership of the special executive committee to follow up the implementation of the public transport project in Madinah.
Fourth: The Cabinet approved that the Ministry of Education shall disburse annually tickets to the parent of a student with a disability on scholarship abroad.
Fifth: The Cabinet authorized the Minister of Labor - or his deputy - to discuss with the Turkish side a draft memorandum of understanding for cooperation in the areas of labor between the Ministry of Labor of the Kingdom of Saudi Arabia and the Ministry of Labor and Social Security of the Republic of Turkey, sign it, and submit the final version for further authentication procedures.
Sixth: A permanent committee shall be formed in the Ministry of Foreign Affairs and named 'Committee for loan and work to regional and international organizations and bodies', whose task shall be nominating citizens for work to those organizations and bodies.
Amending paragraph (b) of Article (IV) of the Regulations on loan to be as the following: 'disbursing to the employee on loan to one of the regional and international organizations or bodies his basic salary, in addition to what his disbursed to him by the party loaned to it.
Seventh:
After review of the report submitted by the General Organization for Grain Silos and Flour Mills, the Cabinet approved a number of arrangements, including the following:
1. Approval of taking necessary action to establish four joint-stock companies for Flour Mills.
2. Approval of the amendment of the General Organization for Grain Silos and Flour Mills' name to be 'The General Organization for Grain', and re-organization of it according to a number of organizational arrangements.
