In the Middle East and North Africa region, there is acute poverty, unemployment among the youth, violated rights and terrorism. There are parties and sects that can dance on the “stage” of the bankrupt disputes and conflicts. There are movements trying to induce infighting and provoke negative sentiments, in order to peek through every window and door. In certain Arab countries, the conspiracy complex is emerging with or without any reason, at a time when the plans of Al-Qaeda to harm properties are renewing and when it is showing creativity in killing more innocent people. The international challenges are growing, the economic and political issues are becoming increasingly complicated, social relations are dismantling and tolerance is retreating due to extremist methods and behaviors and the “mutilated” governmental practices. There are international efforts to extinguish strife, as well as condemnations issued following each terrorist crime or inhumane practice. However, the flames are still ablaze and the snow ball is rolling, to the point where it has reached other countries and heralded a new conflict that has become imminent. However, is Al-Qaeda winning and the world losing?! Al-Qaeda organization is an archenemy to each state striving for security and stability, and to each human being who wishes to live in peace and tranquility. Terrorist elements who were brought together by a demonic ideological organization, started by detonating embassies, complexes and vital facilities. They then started hijacking airplanes before sending suicide bombers with explosive belts and booby-trapped jackets to kill innocent people. Afterwards, they came up with electrical circuits and phone chips to detonate their bombs remotely, finally sending the booby-trapped packages that almost brought back the ghost of September 11, had it not been for the Saudi security alertness and the rapid transfer of preemptive information which thwarted destructive terrorist plans that could have led the world back to the circle of accusations and confrontations. Has the world not yet become aware of the extent of the ties between Al-Qaeda and technology and its use of the Internet to serve the media and ideological purposes? Has the world not yet become aware of Al-Qaeda's ability to manufacture bombs and recruit elements specialized in chemistry, physics and electrics, as it was seen in the recent case of the booby-trapped packages, the assassination attempt of the assistant Saudi interior minister, Prince Mohammed Bin Nayef, and the booby-trapping of Korans by the Khalidiya cell in Mecca in 2003? How can the world protect humanity from the evildoings of Al-Qaeda and the similar extremist groups, while it has not yet agreed on one definition of the concept of terrorism and has not yet responded to the Saudi idea related to the establishment of an international center for the fighting of terrorism, in order to raise awareness toward any terrorist intentions? The international efforts to fight terrorism are still scattered and even sloppy, although the dens of Al-Qaeda are almost known to all. Al-Qaeda is planning its criminal operations from inside the Afghan caves, on the Pakistani border, in Yemen's mountains, on the Iraqi arenas and in the deserts of the Horn of Africa, especially in the “failed” state of Somalia. Moreover, it is collaborating with regional countries which are securing the ongoing presence of some of its elements on their soil, as well as with European countries whose laws are protecting sympathizers with Al-Qaeda. By looking closely at the international scene of the fight against terrorism, one can see that the number of Al-Qaeda elements since the September 11, 2001 events is not decreasing, and that the number of members and recruits in the organization has not retreated, although there are no clear official statistics in this regard. However, by following the operations of Al-Qaeda during the last few years, it is clear that they are increasing, despite the fact that its explosive intentions, destructive plans and threatening messages have not been limited to a specific country. This is due to the fact that organization's command wishes to send “ciphered” messages to its element telling them to wake up, but also to confirm to the world that the organization is still present and that its actions preceded its words. I believe that in the presence of failed states on the security level, due to the weak capabilities of their apparatuses, institutions or governments, the international security and intelligence apparatuses should not stand by and watch. They must go down on the field, collect information, read into the plans of Al-Qaeda and anticipate its actions, in order to help these states contain extremism and prevent the expansion of Al-Qaeda. This should be done even if it were to require public interference to protect the world from this organization's terrorism and its wish to booby-trap this world, whether through packages, by planting explosives in the bodies of its elements or by exploiting the innocence of women and children.
