The Afghan government began a third phase of security transition from NATO forces Sunday, putting 75 per cent of the population under Afghan control, said the chief spokesman for President Hamid Karzai. According to dpa, the third phase of transition will place all 34 provincial capitals under Afghan control, as well as hundreds of districts, spokesman Aimal Faizi told reporters in Kabul. "With the completion of this process, a total of 260 districts - which covers 75 percent of Afghanistan's population - will be under Afghan security forces' control," Faizi said. He said the security responsibility for 11 provinces was also due to be fully handed over to the Afghan security forces.
