International envoy Kofi Annan will tell the UN Security Council on Tuesday that Syria is keeping heavy weapons in residential areas, his spokesman said, discrediting claims by the Syrian government that it has complied with his peace plan, dpa reported. "Satellite imagery however and credible reports show that this has not fully happened, so this is unacceptable, and joint special envoy Kofi Annan will be saying this to the Security Council today when he addresses them in closed session," Ahmad Fawzi told UN television. He also said Annan would talk about challenges facing UN peace monitors, including reports that fighting re-starts as soon as they leave locations after visits and that residents who greet them are intimidated or killed by Syrian government forces.
