Worried that interventions by the European Financial Stability Facility (EFSF) might need to be decided at a few hours' notice, Berlin planned to seek the approval of a panel of nine members of the parliamentary budget committee, rather than from the whole house. However, the Federal Constitutional Court issued a temporary injunction against its use until judges decide whether or not this is constitutional. Germany's legislature has gained unprecedented powers to intervene in European bailouts under a legal doctrine that makes the parliament's budget committee the ultimate arbiter of all government spending. -- SPA
