The measure was part of a deal reached by congressional Democrats and Republicans late last month that averted a government shutdown at the end of the fiscal year on September 30. The legislation provides funding for government operations through November 18, giving lawmakers time to combine various spending legislation into one and incorporate spending limits agreed to earlier this year.
