U.S. President Barack Obama on Wednesday declared a major disaster in parts of North Carolina and New York following last weekend's Hurricane Irene, which triggered significant flooding. The move by the President will make federal funding available for relief efforts in both eastern states. Irene dissipated over Canada on Tuesday without damaging New York City, as feared, but it battered the North Carolina coast before causing major flooding in New Jersey, northern New York, and Vermont.
